Key Points of the 2025 Study Permit Allocation


  1. Total Study Permits: For 2025, Immigration, Refugees, and Citizenship Canada (IRCC) plans to issue a total of 437,000 study permits, reflecting a 10% decrease from the previous year.

  2. PAL Requirement: Most study permit applicants will now need to submit a Provincial Attestation Letter (PAL) or Territorial Attestation Letter (TAL) with their applications. This requirement now extends to master’s and doctoral students, as well as most applicants applying from within Canada2.

  3. Exemptions: Certain groups remain exempt from the PAL/TAL requirement, including primary and secondary (kindergarten to grade 12) students, certain Government of Canada priority groups, vulnerable cohorts, existing study permit holders applying for an extension at the same designated learning institution (DLI) and level of study, and exchange students benefiting from reciprocal agreements.

  4. Breakdown by Student Cohort: The breakdown of study permits for 2025 is as follows:

    • Graduate Degree Students: 73,282 permits

    • Kindergarten to Grade 12 Applicants (PAL/TAL-exempt): 72,200 permits

    • All Other PAL/TAL-exempt Applicants: 48,524 permits

    • Remaining PAL/TAL-required Cohorts: 242,994 permits
