In June 2024, the Home Child Care Provider Pilot and the Home Support Worker Pilot—both of which had been running—were set to conclude. These pilots had allowed caregivers from abroad to work in Canada, but the government sought to build upon this foundation and create a more streamlined pathway to permanent residence (PR) for caregivers.

2. The New Pathway: PR on Arrival

The exciting news is that Canada has now announced enhanced caregiver pilots, designed to make the transition to permanent residency smoother and more accessible. Here are the key features:

  • Permanent Residence on Arrival: Under the new pilot programs, eligible caregivers will receive permanent resident status as soon as they arrive in Canada. No more waiting—PR is granted right away!

  • Expanded Work Opportunities: Caregivers will be allowed to work for organizations that provide temporary or part-time care for semi-independent individuals or those recovering from injuries or illnesses. This flexibility opens up more job options for caregivers.

  • Eligibility Criteria:

  • Language Proficiency: Candidates must attain a minimum level 4 based on the Canadian Language Benchmarks (CLB).

  • Education: They should hold the equivalent of a Canadian high school diploma.

  • Work Experience: Recent and relevant work experience is essential.

  • Job Offer: Candidates need an offer for a full-time home care job.

These new PR-on-arrival pilot programs mark a significant step forward in addressing Canada’s evolving home care requirements.
